As far as Android developers are concerned, there quite a number of good ones around. You could work with a local development agency for that purpose.
There a re only a handful of developers in Tanzania. Amongst those present only 1 amongst 5 is qualified for the global standards. However given the opportunity I believe there are some who are quite productive.
